Phase 2
Build, Pilot & Scale
Delivering and sustaining real systems change

Build and launch a production-ready IEP platform aligned to the Phase 1 blueprint.

Support pilot districts with implementation, data migration, training, and change management.

Hold vendors accountable for performance, timelines, security, and product quality.

Measure impact on compliance, efficiency, educator workload, and family experience.

Refine the system based on real-world use and continuous feedback.

Expand access across Colorado with sustainable pricing and long-term support structures.

Share learnings nationally to influence how special education systems are built and funded.
