CPSEI exists to transform Colorado’s special education ecosystem by removing long-standing systemic barriers, elevating the voices of those most affected, and creating the tools and structures that allow every educator to serve every learner well.

A Colorado where equitable, intuitive systems provide the foundation that educators and families need to open pathways to every student’s full potential and the futures they deserve.

We exist to serve Colorado’s students, families, and educators — not any single institution or vendor. Our work prioritizes using data to create transparency, fairness, and structures that protect the public interest.

We believe great systems are built with people, not for them. We design solutions by actively engaging educators, families, students, researchers, districts, state partners, and community voices at every stage.

Every student deserves a system that works. We focus on tools, processes, and structures that reduce inequities and improve access across race, disability type, geography, and socioeconomic status.

We build solutions that endure — financially, technically, and organizationally — so districts and families can rely on them for years to come. We make decisions with long-term responsibility, honoring the trust placed in us over short-term convenience.
